Well without going and looking at mine I will say this. Your 99 has the fat lip bumper. I doubt there is room back there for a winch, but maybe. You could cut the access hole in your stock bumper and then fab some kind of frame to mount the winch to, somehow tying the whole thing into your trucks frame so it is stout enough. Why do you need a winch, is it for off road as I would assume. If so why not just get a TJM or ARB winch bumper. That way you add some real front end protection, have a place for your winch and improve you approach angle.
