Speedometer/ check engine light issues

Today I got my sisters '99 SR5 new 17" wheels and Revos 265/70/17. She has been telling me the speedometer is off a lot and I didn't believe her but it is. I drove by one of those mobile police radar carts and it said I was going 36mph and the speedometer said 30mph! How can we fix this issue.... her husband got a ticket last week for going 8 over!

second, her check engine light has been a issue for a few years now! We had the O2 sensors replaced and the light turned off but it keeps popping up! Sometimes it goes out on its own and other times the mechanic turns it off as it keeps naming the O2 sensors....? Hmmmm He suggested that the problem might be with the computer its self or just replace the CAT...? Suggestion? Its not eating too much gas either like it was before the O2 sensors were changed.
