It looks like an average measurement (for stock coils) ~20" F&R.
(99s being ~21"). 2000-2002 are still a little shorter.
This is a good reference for measuring the height gained from your lift.
(these measurements are from hub center to wheel well lip)

This is really interesting. That means I have 5 inches of lift in the front from my kings and am getting 7 in the rear from my 8 warps. no bumpers front or rear but sliders. I wonder how much of that I will lose when bumpers go on. BTW current setup rides like a dream.

My 4runner is a 1999 sr5 Highlander with 180,000. Stock everything, probably all original. Im at 21.25" at all corners except drivers front which is at 21".

After thread read & some measurement to current set up I'm rethinking my choice on picking up used 99 talls.
My 96 limited 4x4 with Daystar 1.5 lift kit sits Front 22.4 / Back 22.5.
hmm maybe stock moogs I installed last summer are special , They sure as heck ride nice f,sure.

Measure from Center of wheel to the bottom of the limited fender flare.
22.5" Front
22.5" Rear, with a fill tank of gas
Does the type of flare (limited vs SR5) change the measurement?

Slightly. The flare wraps around under the fender steel. (1/8"-1/4")

With 3/4 tank of gas and stock size 16" wheels and tires.
Front 19.75"/33.75"
Rear 20"/34"
I'm looking for a setup that would give me around 22" but everyone tells me it doesn't exist so it was just going to buy some cheap moog 99 coils.

OME 906s with 10mm trim packer and Bilstein 5100 (Ford F150) in the rear, TRD Tundra springs with Tundra Bilstein 5100s up front. What I used getting extra 1" on my 96 Limited bringing height to 21".
Moog
Rear - Part#MO81041
Front - Part#MO81088
"Auto Parts Warehouse" Total cost = 146.00
Price is cheap , ride is comfe and guaranteed resistance to sagging.
From there pick up some 1" spacers that will give 22" you seek
