That's the sound of a relay. I bet all your issues are on that circuit. Get your multimeter and a test light out. Before I would do anything just look up what all is on that relays circuit and that tells you the answer pretty easily. The relay can still be bad even if it's clicking so pull it out and test it with the tools I mentioned. You can also check the entire circuit for shorts or bad grounds. Look it up it's basic. Don't get screwed by a mechanic.
