2000 4Runner starting issue.

It's something that doesn't happen all the time and it's difficult to pinpoint when it does as it happens when it's cold, or it's been running for a while and then won't happen again for a few days.
What happens is when I turn the key all the lights come on as normal but the starter doesn't turn. I quickly turn it back off and on again and then it will usually start just fine though sometimes it requires that I do it twice and sometimes it will struggle a bit to start. Then, the rest of the time it starts without an issue at all. It's not a daily driver except when we have snow then otherwise I drive it around once or twice a month and start it up weekly. It generally doesn't happen until I'm driving it regularly (winter or when I take it on a trip.). I keep thinking ignition switch, starter relay, starter solenoid or even the starter itself. It's difficult to diagnose as it happens infrequently. Can anyone shed any light on this? Hopefully someone out there has had this issue before...

Theres a similar thread down the page but research starter repair kit. Its most likely the starter contacts. Cheap easy repair. You can get the parts on ebay, or at least I did.
