Aluminum is not strong enough and stainless steel costs too much; so carbon steel is mainly used. The vehicle is undercoated from the factory but they will not cover ball joints, bushings, ect, and many of the hardware (like nuts & bolts).
So yes it is normal for several areas to rust. Especially living where they spread salt down in the winter.
