The Airbag light came on and the passenger ON/OFF is now OFF (even if someone is sitting)
The horn works, so I assume the 'clock' spring' is ok??
What could this mean?
Also, related or not, a day before, wife said that when she started the 4runner the A/C blower did not come on until she drove 'a block or too'. She said that all the dials/knobs were lit up normal, just not blowing. The all of a sudden it started blowing air again. Has not happened again....yet...

There is a DTC (Diagnostic Trouble Code) stored in the SRS/AirBag Module. You need an SRS Capable Scantool to get the DTCs (some autoparts stores might have them, as well as some non-Toyota repair shops, and the dealer obviously)
The system is currently disabled when the light is on as a safety measure, you need to get the DTCs to know where the issue is. It could be a Clock Spring, Seat Belt Buckle, Seat Sensor, Seatbelt Indicator Lamp, ect.
