I've used gas from Top Tier stations a few times and never noticed the sulpher smell when I did. In the interest of full disclosure, I didn't do any serious tests with the windows and the gas pedal down.
I "think" they reduce the smell, but have no hard data to prove this either way.
For what it's worth I've run 87, 89 and 92 octane fuel from non-Top Tier distributors and had the smell with all of them. I don't think it's an octane issue, although it might be a blend or additive problem, as Toyota asserts. I just can't say one way or the other at this point. Once the weather gets a bit warmer I'll do some tests and post the results.
