I believe the original design intent for snorkels was so the engine got fresher air in dusty conditions. Safer river crossings is just a bonus.
As for other water limits, an alternator or other parts can be replaced, an entire engine is a little more difficult.
The engine air intake sucks in air through the wheel wheel, and the tires splash up water during a crossing. The engine bay is well protected comparatively.
