I put a set of Bilstein Sport shocks on my '98 'Runner and loved them. The valving yields a firm ride (some have called it harsh). You should be aware that the Bilstein shocks that TRD sells (sold?) are smaller in diameter than the Bilstein Sports.
IMHO, Bilstein Sports are the gold standard for 4Runner replacement shocks. They are not cheap, but good stuff seldom is.
My experience with oem Tokico shocks hasn't been very favorable. They tend to have flabby valving and be relatively short-lived.
