Transfer case actuator

The actuator has not worked since I bought my 08 4runner. Its V8 all wheel drive. I just replaced my actuator yesterday and drove it today. When I first drove it, it was pretty loud going into and out of 4hi/4lo. After taking it around the block it got a lot less noisy. Now for the question.

When I took my daughter to the stable to ride her horse I figured I would try it out. When I went to take it out of 4lo it worked just fine, but the center diff would not unlock. I sat there a few minutes and it would never go out. Drove a little more and tried it again, still nothing. I than drove for a few miles down the road and stopped and it finally unlocked, but there was a small pop when it did. Since I don't know what it was like before since it never worked, is this normal? Maybe there just a little finicky?

You do not need to be stopped to lock the center diff. Rolling at less than 29mph and it will lock.
