Broken license bolts - alternative mounting?

The dealer I bought my 4Runner from broke both license plate bolts. They’re so rusted on I couldn’t undo it from behind with pliers either. I drilled out one side but I’ll have to retread that side. Should I drill the other side out too? Double sided tape? Magnets?

Drill and tap new thread first.

Drill larger then bolt and nut smaller than hole.

Break off nut in back side, then JB weld new nuts on.

Drill them both out, then replace the threads with stainless heli-coil inserts. I had to do that on my 1st '03, and never had a problem after that.
