No Passenger Side Heat

So I have read a lot of posts and still need some help from someone.

I have a 2003 4runner limited 4wd V8. I have the dual climate control and am not getting good heat out of the passenger side vents in any position (defrost, floor, dash vents, or split dash/floor). I have great heat out of the drivers side. Things I have checked / noticed are as follows:

1 - If I run the temperature up all the way for the passenger side temperature it does get warmer out of the passenger side vents but not as hot as the drivers side.
2 - I have checked the two center servos. The top seems to work the position (vent, defrost, etc.) and the bottom seems to work the temperature. I can see them both actuating as I adjust the position and or temperature so I expect they are working.
3 - The far right passenger side actuator appears to be the one for recirculate. When I depress the recirculate button I hear a change in the sound of the air so I expect it is working but have not visually checked it.
4 - I have checked the temperature sensor tube under the ignition key and it seems to be attached to the panel. Where should it be attached inside the dash and could this be the problem?

Here is what I am unclear on and or need help with:

1 - Can anyone tell me what the actuator on the drivers side adjusts?
2 - I have read about flushing and cleaning the heater core and how this has helped some people get hotter heat. I have changed several in various vehicles over the years and am unclear since it is a single unit how this would make any difference since for the passenger side as I have good drivers side heat.
3 - Can anyone tell me which of the 4 actuators in the limited with dual climate works the temperature blend door for the passenger side vents?
4 - Has anyone specifically had this problem and what was the fix?

Again I have read and read but have not yet found the specific solution. I thank you all in advance for the help!

I'd suggest looking at some blend door servo symptoms and see if they align with what you're seeing.

Do you hear Cracking or popping when you move the vent or toggle it? And are the little plastic bits (not sure what they're called, they control the flow/direction of air) inside the vent properly aligned?
I've got a vent that won't work because the little plastic bit that stops the air flow pushes into the side of the vent and pushes out on the dashboard.

I am having a similar issue.
Did you get a solution to this problem?

The center Vents for driver and passenger have a weak air flow compared to the side Vents.

I have tried different variations, but so far no luck improving the air flow.
