I'd say it's more a little more satin than flat, but it does have a slight texture to it. It's a little easier to tell in this photo.
It is also available in bare metal if you want to paint/powder coat it yourself!

I assume the holes in those attach points will take the pin of a 3/4” shackle?
Also, and this question is from a winch newb, aren’t most fairleads installed vertically? Will the angled setup cause any complications when winching or will it be the same as with a vertical opening?

Yes, you are correct, meant to accept a 3/4" shackle.
The fairlead opening won't be an issue at that angle. The fairlead itself is there to guide the winch line so it won't contact the edge of the bumper.

We had this discussion internally and everyone here agreed that the angles on the bumper give the front end some shape. Otherwise, it’s just a bunch of rectangles. The lines match the slope of the grill.

I'm glad to see that there was discussion about it and it wasn't just "make the 06-09 fit"
I still like the idea of a straight cut and recessed in the bumper opening, but I guess this is the best way to give us a 06-09 front end look for us 03-05 owners.

Yeah, they will still be separate bumpers. The side profile will change to make it fit flush with the 03-05 front end.

I 2nd this. I already hate how much the front bumper protrudes. Would like it recessed just like the original.
