Sean - are you seeing cold vent temps when driving normally? If so, you might have an air flow problem. Adding a aux pusher fan is a band aid, not the solution IMHO. If your vent temps get cold at higher speeds but then gets warm during stop lights, then not enough air is going through your condenser. Assuming everything else has been taken care of, including the proper amount of freon in the system, you need to figure out why the fan clutch isn't pulling enough air through the condenser.
Two things could be happening here: your fan clutch fluid is toast and need to be replaced or the "timing" of your fan clutch is off. The fan clutch is engaging a little too late and not when you're idling.
The viscous fluid in the clutch is replaceable and doing a search on the 'net should yield with instructions. Same thing applies for setting the timing of the fan clutch as well. I did this on my landcruiser from many threads on this topic in the
