Locking up front end?

I have an 05 v8 with full time 4wd. I live in eastern NC and last year hurricane florence did same major damage and I ended up driving thru a lot of high water which allowed water into my tcase actuator as I didnt realize the breather tube was split. This ruined my actuator motor so part time 4wd hasnt even been used in a while.
Now Im experiencing an issue where the front wheels are locking up on slow tight turns and feels like Im in part time. Had my buddy at a mechanic shop check it out and he said with the vehicle in the air he cant get the front wheels to turn with it in neutral.
Ive pulled the actuator apart and made sure the rod is in the out position.
Havent check the fluids in the front axle or the tcase yet but thats my next step and to go ahead and pull the front driveshaft to see if axle frees up.
Anyone have any experience with this and have any thoughts?
Anyone have a used tcase with acutator for sale? lol

Kind of sounds like the center diff lock is on. Maybe that's the culprit?

I can confirm that the center diff lock was on. I pulled the front driveshaft and I could still drive. Pulled the actuator apart again and checked the center lock shaft position.
All the way in is locked and turns out all the way out is locked also. There’s a little section right in the middle that unlocks the diff and my lock pin was all the way out.
I think everytime I put the actuator back together it ends up pulling the lock pin out some and putting it back in the locked position.
Will confirm when I put the drive shaft back in
