Is there anyway to test a used transfer case prior to installing to make sure the accuater is working properly? Thanks in advance. Rick

If the wires are long enough, you could put it under the car and plug the wiring into it and select H4 and L4. If the dash lights behave properly, you're probably good. You could also apply voltage to the appropriate connector pins on the actuator and monitor the limit switches. It's a bit fussy to get the actuator to stop in the right place but it's possible. I did this when I jazzed mine with 30 volts to get the motor in the actuator unstuck.

Is it possible to remove the actuator and apply the voltage to it, and see if it moves?

I don't really know how it works exactly whether its a shaft or arm but that would test the actuator itself. If it's easy to remove that is.

I thought it had to be timed if it was removed??
