Drilling into drivers side

I need to install an arkon phone mount but the bolt is stripped on the driver side seat track bolt. Where is safe or unsafe to drill in the floor of the driver side, especially by the console/shifter? I will be drilling thru the carpet to install this thing but dont want to hit electrical or other things

This is gonna be a dumb question but why would you need a floor mount for a phone when phone mounts work on suction to glass or the dash especially on the drivers side?

By the way if this really needs to be done, put a screwdriver or a bigger tool under the washer on the bolt and use the floor as leverage. turn the bolt slowly while applying pressure on the screwdriver. It will come out little by little.

The Arkon mounts that I have looked at (for my tablet) are floor mount, either screw into the floorboards directly, or using the seat mount bolts. Since windshield mounts are technically illegal in my state, and the mount I currently use says very specifically not to apply on the dash pad (for Toyota and another brand that I can't recall at the moment), a floor mount could very well be the next best choice.
