Flange connection between cat and muffler

I have a 2004 V8. Where the pipe from the catalytic converter meets the pipe for the muffler, there are 2 flanges with spring bolts. Are the nuts an integral part of the flange (welded in place)? Or are they separate? Mine are so rusted I can’t tell. If they’re separate and not part of flange, I will cut the spring bolts And remove them. Thanks

They are separate, cut them off and replace with new, Walker sells a kit.

The factory exhaust has nuts welded to the flange. The rust away over time. Cut off what's left of them and just replace with regular nuts. Or buy a new y-pipe.
