Question Transmission won't shift out of neutral?

I got gas and went to startup. The shifter was in park but the icon on the cluster said neutral. Moving the shifter doesn't do anything. Car starts fine and everything else seems to work. Any ideas? I saw some other threads about a neutral safety switch but trying to see if could be anything else.

I haven't had your problem but was reading a similar thread last week, something about a cable that attaches to the shift lever, have to pull the boot back and see if you see it, Has a plastic insert in a cable loop that goes over something, if plastic insert is gone, damaged it needs to be replaced.

Have you been able to use shift lock overide ? are your brake lights working? shift lock disengage is driven by applying the brake. A lot of people have easily replaced the little brake switch behind the brake pedal, easy to twist on twist off, but it is crowded back there. Any trouble codes / VSC lights on? Have you tried resetting by disconnecting battery ?

owners manual page 335/336

If you cannot shift the selector lever
out of “P” position to other positions
even though the brake pedal is depressed,
use the shift lock override button
as follows:
1. Turn the ignition key to “LOCK”
position. Make sure the parking
brake is set.
2. Pry up the cover with a flat−bladed
screwdriver or equivalent.

Insert the screwdriver or equivalent
into the hole to push down the shift
lock override button. You can shift
out of “P” position only while pushing
the button.
4. Shift into “N” position.
5. Insert the cover.
6. Start the engine. For your safety,
keep the brake pedal depressed.
Be sure to have the system checked by
your Toyota dealer as soon as possible.

I read the same topic that @rdruss mentioned, I agree you most likely have the same issue with the cable bushing being bad or coming out of place and or missing, here's a link to that topic and also a search link listing many sources for the bushing kit mentioned in the last post.
