A dealer won't do any work that's connected to a TSB proactively. Your truck would have to exhibit the problem described in the TSB in order for the dealer to do something about it. If you don't have any problems, then it's probably not worth paying the dealer to look it over.
The sulfur smell issue is for the catalytic converter, and that's got an 80K-mile warranty.
