My best guess is that it could possibly be the ABS/booster pump's electric motor, especially since you seem to be focusing on the master cylinder area with your camera.
In your video you will see a small canister looking item on the left of the master cylinder back by the firewall, which is the accumulator that hold the pressure that is built up by the ABS pump to assist in braking power and the ABS system, under it is the pump's small electric motor, use a long screwdriver or stick and hold one end on the little motor and press your ear to the other end which will amplify the sound like using a stethoscope, if not the motor use the same to help pinpoint where the sound is coming from, if the sound stops at any point pressure has built up to where it needs to be, press your brakes several times to release some of the pressure from the accumulator and the motor will come back on, you only need the ignition to be in the on position for the motor to get power when the pressure drops, no need to have the engine running.
Search the forum for brake booster pump motor or ABS motor and there are numerous topics on replacing with a rebuilt motor.
