Different sized aligned holes on front of frame

I'm beginning to hate my car. Trying to install some front recovery points but I'm finding a bolt hole that should be same size as another is 1/16" smaller. Has anyone else seen this issue?

I'm referring to on the front of the car where the radiator frame is. Towards the bottom there are two holes. One is threaded and has no outlet. The other directly above it passes through the frame and there is another hole opposite that on the inside where the radiator sits. The outer side is a 1/2"diameter hole that a bolt slides into no problem. On the other side it just won't pass through and it is basically 7/16" in diameter.

Am I the only one with this issue? At this rate I'd have to use a smaller bolt or drill out the hole.

2004 Sport V8. Same size holes as yours. I drilled them for recovery points.
