I've also seen some people use a drill-powered auger with a chain attached at the end to break things up but I figured I'd ask here before opening a can of worms and spending more than required.
As the person above mentioned, Eastwood does seem like the way to go- when I have the loose rust cleared out, I will be spraying it down with Internal Frame Coating and then a wider application of Fluid Film.
