I haven't used this style of CAM bolt, I purchased OEM stuff. My guess is the plastic tube goes in between the bushing tubs and the bolt to prevent them from seizing together
You may find some of the information you're looking for in my writeup on replacing the LCA bushings, I replaced my cams as well when I did this:

Heres is why the plastic piece is in between, the metal on metal will seize together if not lubricated every once in a while with a grease or something. I applied grease all over the shanks for my cam bolts to try and prevent and water from entering and corrosion occuring.
