So all the research you did amounts to "If I went to the dealership, they woulda charged me a ton of money for tightening a gas cap". And you assume Toyota has nothing better to do than create flashing dash lights to scare people. Or have their service departments lie to people. Didn't try to find out what conditions cause that particular light to flash, and what ones cause it to come on solid. So there you have it. May your WM tester serve you long and faithfully.

Well, since you asked nicely: Toyota's anti-skid technology and skid computer depend on several variables to enable the correct functioning of the system. Note that both the engine control and skid control systems are integrated, meaning they cannot operate independently. If it is determined by the ECU that a harmful or out of specification condition exists regarding the emissions system, the computer (by federal law) must show the owner that an out of specification condition exists via a "check engine light". The MIL light indicates that an out of specification emissions condition is occurring and by default may alter or change the ignition timing, VVTI timing, spark clearance, throttle response or any combination of any of those parameters to mitigate the excess emissions of harmful or otherwise non-approved fumes, gases or particulate emissions from any of the federally mandated emissions systems. A side effect of the computer attempting to mitigate the excess emissions from a non-functioning system is a reduction in torque or power under high calculated loads. Due to the reduction in power from the engine, the skid computer (which uses engine power to operate), may have a different response to terrain irregularities than what was originally programmed by the firmware engineer who designed the skid control ECU's response patterns to tire-slip conditions. When my low fuel light comes on.....on a rare occasion....i get really scared n my chest stsrts to hurt. Why doesnt toyota have a free refill to prevent this ??....why doesnt the gubberment take care of it for me??

Toyota's Anti-Skid Technology well it's been 13 years since my 08 4Runner was built, and in those 13 years there has been no upgrades to the Emissions or Anti-Skid Software, this is why i read many peoples posts saying the Toytoa Anti-Skid should be turned off, they have had it just kick in and apply braking to a front wheel causing their truck to quickly move into side traffic and almost causing a wreck.
My 10 year old computer running Windows 10 gets upgrades weekly, all my Apple iPhones and Apple iPads have gotten upgrades for 4 years.
If this is the best Toyota can do with their Emmission Technology, i feel anyone driving a Toyota is in trouble and in real danger.

Thank you for a good explanation. I have an additional question: does the flashing indicate a potential safety or vehicle-damage condition, versus a solid one being a less-urgent warning? I've assumed so, but not sure.

Flashing vs solid indicates "in process catalyst damage" for the check engine light when flashing. I am not aware of any regulations dictating the skid control flashing vs. solid. Perhaps someone more versed in firmware engineering for automotive systems would know. I am a VC engineer so I have limited exposure to high speed assembly language systems.

All i know is all that was wrong with my 13 year old 4Runner is the gas cap was not as tight as needed, there was nothing wrong with the Antii-Skid control this was the first time i ever had a "Check Engine Light" and one flashing an Anti-Skid failure.
It was very simple getting it fixed using the Walmart $20 Scanner, told me the code and told me what the code was for, messed with gas cap twisted CW click click click and guess it's now tight, never understood the twist CW click click click and just a easy CCW turn and it's lose again just does not seem right but it had been working for past 13 years.
So much for Toyota's great Engineering.
