Time to do the step by step tests in there.

I found the manual and was able to download now. Unfortunately no time right now to test. I'll try to do it over the weekend weather permitting.

I finally had time to do some tests and the weather was cooperating. It was a practically balmy 30F degrees outside. I tested the Blue and Blue/Red wires on the harness going to the ECU. They each had a constant 12V which they are supposed to have. ECU-B fuse is good as well. The door latches correctly when closing (meaning the actuator pulls in the door). I did a direct test on the actuator harness (Blue/Black and Blue/Red wires) and was able to open the tailgate with a power source. I tested the switch by unplugging it at the switch and completing the circuit and nothing happened. I am going to try to get another ECU to at least test. It's weird that this is the only thing that is not working for the ECU. My defrost and rear window both work correctly.

Can anyone tell me what wires to connect on the switch connector inside the door but just below the tailgate garnish under the switch. I want to test from there as well. It is a 4 pin connector.

Well I checked all the wires to the switch and found one that was broken right where it went into the tailgate. It must have broken from being bent all these years. I cut out the bad part and added an extra piece of wire. Tested it and it all worked fine. I still needed the replacement actuator as the motor was burnt either way.

Glad to hear you had a conclusion. Wiring stuff is a pain in the butt. I generally feel pretty frustrated after all the time spent on figuring things out and repairing them, but hopefully its an accomplishment and all behind you now

Yeah, it was long and at one point I was thinking of just getting another ECU but then I went back for another crack at it. Very satisfying in the end. Thanks everyone for the input though. Much appreciated.
