Loose tailgate

I’ve the last week or two I notice my tailgate wiggle. Driving down the road you can hear it and see it kinda move around slightly over bumps. Pulling on tailgate it doesn’t move. Never had this issue off-road. Sound like I need to replace the locking actuator or has anyone had this issue?

It could be the actuator but I would think it could also be worn seals. Some hatches you can adjust the lower latch piece that bolts into the floor.

So I assume the hinges at the top arent loose? the struts on the sides are good and havent worn out. Sometimes the tailgate can get out of alignment with the closing mechanism/ actuator.

You hear the actuator kick in when you close it and it seems solidly closed ? sometimes the actuator can start but its not latched corrently. You dont need to give it an extra push to close it fully?
