timing off?

so have the infamous timing cover leak so have been tearing down and inspecting everything along the way. Took pictures just to verify but i believe previous owner had timing off. Top is the right cam, which is the one that i believe is off, bottom is passenger side.

If the truck ran fine before then it depends on the order of fire the motor is in ATM. You need to check alinement @ TDC on cylinder #1..

Everything lines up and my passenger cam is off by a tooth. From researching a lot of people have trouble lining it up on install. Pulled plug#1 and confirm piston is indeed lined up Tdc
