Sounds like you've had a tough time Robert! Have you tested the wiring back from the fuel pump for continuity? (Low ohms setting on a meter). Also might be worth checking the ground at the pump using the same method, back to the battery or main chassis ground.
Hopefully there is someone on here with TechStream who can look into the anti theft for you, I am an ocean away so can't help there!
Edit: I just saw you have no power to the relay either, I assume you mean the 'trigger' voltage for the relay from the ECU rather than the main power in/out to the pump, as that would suggest a simple fuse to me but you checked those already.
