Most shops/dealers will quote about 1hr of labor for key cut & programming of keys and fobs. Beyond that I couldn't tell you, pricing is one of those things that I always find funny people ask about on forums. It is all over the place based on region, shop, and era you're asking in; I don't even know what most of our prices are at our dealership to be honest with you... I just know the labor times.
That being said, you can get some decent deals online (I have had mixed results with aftermarket keys and fobs, so I would say find genuine Toyota stuff if you can) and then either have the key VIN cut (Dealers can do it no problem and I think most decent locksmiths should be able to as well?) You can either do it yourself, most of the information is on the forums or most locksmiths should be able to do it a bit cheaper than a Dealer I think?
