Have an '03 where the heat does not come on. Both lines to the heater block are hot, coolant level is fine, T-stat appears to be working properly. A/C works & responds according to the set temp & in all positions of mode control. Probably time for coolant change, but do not think that is part of the issue & heat was working last winter.

Very possible that the "Blend" door actuator is not working correctly and stuck in the AC position.
