I went on a rampage trying to fix mine and it could be a lot of things, honestly.
Bad tie rod ends
High mileage power steering pump
Bad steering rack bushings
Worn tires
Bad LCA bushings
Bad sway bar bushings
It is worse if you're lifted. Mine is lifted with new 305/70r17 tires and I've done the following:
New whiteline LCA bushings
New tie rod ends
"New" steering rack with poly bushings and 1/2" bolts
New uniballs in the UCAs
Removed rag joint from steering shaft
And I still get wonky steering over bumps. Its WAY better than it used to be but my next course of action is re-valving the shocks to be comfier then new power steering pump. Then maybe I'll try a late model FJ cruiser steering rack
