Ham-fisted fuel pump replacement

I replaced my 2006 fuel pump today with a kit from URD.

Reinstalling the tank, I applied (and have since) discreet 12v to verify operation. Pump works in the tank.

I verified the fuel pump relay works with another discreet 12v test circuit.

I checked all fuses with exposed leads - tested good plus no obvious blown. Relay was replaced in original location.

I don't recall 100% but hand to God I heard the pump work off the harness the first time it was plugged in with key turned for a couple seconds... but could be imagining.

Thought I may have installed the filter backwards, verified correct, but temporarily deleted to rule out.

With high pressure line open outside the tank, fuel only comes out at a moderate amount when on the starter. No way it's building pressure.

There is, perhaps obviously, no fuel in the return line.

With discreet 12v applied to pump, pump appears to be quite effective.

Tank is 1/4 full and sending unit shows as much.

If power going to pump, y pump no work?

I'm absolutely baffled. Send help.

Key in ignition, set to On, not accessory.

When I measure positive battery post to fuel pump relay terminals I get 12.7v

When I measure negative battery post to fuel pump relay terminals I get no volts.

This suggests to me that while I have a good ground, I have no power? (Confirmed with negative terminal continuity) I tested a few other relay terminals and did not get these same results.

When I swapped out the fuel pump, I removed the battery from the car entirely.

Checked the spade fuses in the cab and bay again and all were fine.

Code reader says no codes but is giving me errors for (1) catalyst monitor (2) oxygen sensor monitor (3) evap system monitor

The fuel pump relay I am talking about does not appear to be getting power from the circuit open relay...

The shop that replaced my fuel pump had to drop the tank again b/c it wouldn’t hold pressure. There was an o-ring they had missed. Wish I could remember more details.

Thanks. Made sure the Oring was installed.

Thinking now it might be related to anti-theft/vehicle immobilizer... working to defeat now (unplugged negative terminal, started a 30 min timer).

Still cranking no start after disconnected battery (12.7v, 1 year old). No fuel pump activity.

Trying ecm / paperclip reset...

Update: Did not work/help. Still no activity from fuel pump. Sent 12v to fuel pump directly and it 'should' work.
Voltage from the plug with key in on position is just a few mv.
