Electrical Issue Help

Trying to help a friend. 09 4Runner v6 4wd. 367k. In the past, had some weird random electrical issues Luke the radio not working. One day oit if the blue it wouldnt turn over. . He replaced the starter,, and then it still wouldn't start. At the same time, power windows don't work. None of them. Rear window doesn't work, nor does the sunroof. He told me he jumpered some relay to test the starter but it didn't work, so He replaced the ignition switch. Fired right up, drove back and forth in the driveway but window still inop. Fired it up again, won't shift into gear. (Brake lights work) Literally EVERY light on the dash is on now. I came over and checked EVERY fuse and they are all good. I looked at a fuse block diagram and noticed ECU-IG fuse controls the power windows and shift interlock, so that's a clue, but the fuse is good. Got rained out so I had to call it a night. Where do I go from here? Maybe he fried something with the jumper? Ecu? Does it even have a BCM? Relay or fuse somewhere not in the fuse panels? Going to hook it up to a scanner at work and see if it gives me any clues.

Yes there is a BCM on this vehicle but the first step would be to get a scan tool that can read all modules and do a full scan of the vehicle. Once the diagnostic trouble codes have been pulled notate them then delete all. Start working off of the codes that return.

This might be a silly question, but did you pull the negative cable on the battery for at least 10 mins to reset the ECU?
Sometimes it's the simple things that get overlooked. (I assume if he replaced the starter and ignition switch that would have been done)

Code: U0140 Toyota Lost Communication With Body Control Module is the code to be looking for apparently.
