Gas Filler part missing

I've got a dumb question. When I was filling up the other day, I removed the gas filler cap and went to stick the gas pump into the the filler tube and noticed the little flap thing inside the filler hole was no longer there. Can that little flapper thing break and fall into the gas tank, or get stuck in the open position? And is this okay to leave go or should I take it in to have it looked at?

Does it make sense what I'm trying to describe and ask? : )

So are car's don't have this little flap thing in the gas filler? I could or sworn there use to be one before.
