I just got a spare fuse replacement cover from discounttoyotaparts.com. Took about a week to get it.
I did the same thing, I installed my brake controller on my fuse cover. But instead of using screws, I used wide industrial strength velcro. It holds it very securely, doesn't need holes to be drilled and allows me to simply detach the brake controller when not in use. Sure, it leaves the soft part of the velcro on the fuse cover, but I figured it would be less weight and stress on the cover than to leave the controller on all the time. I went ahead and purchased a backup should I ever decide to not want to look at the velcro, but it really doesn't bother me.
