Rear bumper/tire carrier is the way to go if you are going to drop $700 on a carrier. You might as well go all the way for twice as much.

That’s entirely dependent on your priorities.
I was already a C4 Fab dealer and installer when I designed the Ultraswing, if I wanted a complete bumper and swing out there was nothing stopping me. On my 5th Gen I didn’t have any desire to add 250+ lbs to the back of my rig.
For a massive amount of 4Runner owners, that level of weight addition and commitment makes no sense. It’s not about price.
Departure angle loss is 6” total in a straight line compared to a factory hitch.
If your really wheeling hard, and that’s the priority for your rig’s performance over general uses like daily functionality, bike riding, or going fast off-road, than yeah, get a replacement bumper.
