'99 4Runner SR5......if so, where is it?

are you talking about the incabin filter?

If so, I think it's behind the glove box. I believe you gotta remove the glove to get to it. that's where the 4th gen is located so I would suspect it's the same of the 3rd gen.

yes....incabin filter....I will chek behind the glove box.
