Rear window won't work after rain

I've searched extensively and I have checked the following:

Inside switch does not raise or lower
Tailgate lock mechanism will not raise or lower
Window locks are not on
Rear wiper is in the correct postion

When I press the key fob rear window button, there is a long beep. What does that mean? I pulled the tailgate trim off to find some water in the plastic on the side that the glass is on but not the motor. How can you test the motor? I hear the motor make the slightest click when I press window button on the key fob.

The window worked off of the inside switch this morning. Its water related. I am going to add some rtv around the plastic sheet and the foam gasket which goes around the motor and we'll see how it holds up.
