Looking at the 4th gen wiring diagrams, it shows all four headlights on their own 10A fuses. So, if your alternator is putting out nominal 13.8vdc, a 55W bulb will draw 3.98A and a 65W bulb will draw 4.71A (an 18% increase as

stated) The stock 9005 hi beam bulbs are a 65W bulb, so that harness is already running at the 4.71A load. There's no reason to believe that the low beam harness would behave any different.
Assuming (I haven't looked at my truck) that Toyota used 18 gauge wire for the headlights the maximum current capacity for that size wire is 16A, this puts the 65W load at 29% of the wire's rated capacity and 47% of the fuse's 10A capacity. This is well within acceptable wiring guidelines.

I agree with @sandcarwler...plus PIAA bulbs are kind of way overpriced and longevity is not their strong suit from my experience
You have to consider that the H9 conversion already inherently cuts down on life span (since it's a higher wattage bulb), so I don't know how happy you will be burning through 50-100 dollar bulbs vs. 5-10 dollar bulbs, lol. I would just stick to the cheapest OEM replacement quality bulb you can find, for me those were the Philips H9 on amazon for ~5 bucks a pop.

- did the H9 upgrade on lows and 9011 highs (+drls) in 2014 LE with projectors - took all of 10 minutes. I kept saying it can't be that easy.

I own a 4th GEN 2006 4runner V8 sport edition. From my research the bulbs are the same as the 5th GEN one, would this light mod be the same?

since bulbs are a resistive load, the pf is 1, so
65w=12VxIx1
I=5.417A
and
55w=12VxIx1
I=4.583A
.833A difference. not huge, but appreciably more than .1 of an amp
