I just cut off a bit of insulation on the tail light wire on the extension, cut the brake light wire and attached it to the tail light wire where insulation cut off. Taped everything up good. No problems since 2016

Correct. US regs (as in the FMVSS) do not address rear fogs - which is why the states cannot require them.

In Europe, the rear fog has been required on the driver's side since the early 90's. The purpose is to show the position of the vehicle and is only to be used in fog (not rain or snow) when the visibility drops to under 50 meters.

In the US, some imports have two rear fogs - because:

1, it is too difficult to explain why only one is lit
2, it is easier for wiring to just remove a bulb for Euro delivery and the same setup can be used for RHD and LHD.

You'll usually see this on Audi, older Jaguars and some Land Rovers.

The problem with fog lights in the US is that people will use them whenever they want because it looks cool and to hell with drivers following you that are distracted by what appears to be always on brake lights.

In Europe in early 90's it was required to use one on the left side so car manufacturers did not need to redesign the tail of existing production cars. What they did is they replaced left reverse light with red bulb or red lenses and wire it to separate switch. Now after most models sold in Europe were entirely redesigned quite common is having two rear fog lights (one in each lamp) or even one rear fog light located at the center (below license plate). And because they are required to be at least 10 cm away from position or stop lights (usually separated by yellow turn signal or clear backup light) they cannot be mistaken for "stuck stop light".

However the "rules of engagement" did not change - you can only turn them on when there is a fog reducing the visibility to 50 meters or less. If you use them in other conditions the ticket will be in order (easy meet for highway patrol).

The German rules of the road (Straßenverkehrs-Ordnung (StVO) only allow for the use of the rear fog during fog with visibility of under 50 meters and a maximum speed of 50kmh (50mph). Two rear fogs have recently been allowed, but when they were first mandated in 1991, only one on the driver's side was allowed.

Not sure exactly about timing, but Poland being a part of EU now has the same regulations. However these lights while having the safety in mind are the most useless light for me. In these 3 years I have them installed on all my USA cars I used each one of them only 3 times - only during annual safety inspection in 2017, 218 and 2019

I use mine often on the NC Outer Banks in frequent “sea fog”
