Correct. US regs (as in the FMVSS) do not address rear fogs - which is why the states cannot require them.
In Europe, the rear fog has been required on the driver's side since the early 90's. The purpose is to show the position of the vehicle and is only to be used in fog (not rain or snow) when the visibility drops to under 50 meters.
In the US, some imports have two rear fogs - because:
1, it is too difficult to explain why only one is lit
2, it is easier for wiring to just remove a bulb for Euro delivery and the same setup can be used for RHD and LHD.
You'll usually see this on Audi, older Jaguars and some Land Rovers.
The problem with fog lights in the US is that people will use them whenever they want because it looks cool and to hell with drivers following you that are distracted by what appears to be always on brake lights.
