The frame recall was for vehicles (Tacoma, Tundra, Sequoia) made with frames improperly made by Dana Corp, here in the USA or Mexico.
Toyota won a multi-million dollar lawsuit against Dana Corp, and replaced a lot of improperly made frames.
The 4Runner has always been built in Japan, and never used an improperly made Dana Corp frame.
Even frames that are made to spec, can eventually corrode and fail, if used and sufficiently neglected in a highly corrosive environment.
If you drive in a highly corrosive environment, wash the salt off frequently, as is stated in every Owners Manual I've ever had. Or you'll eventually have a rotted-out vehicle.
Living in a highly corrosive environment myself, and having worked on all makes and models, I saw all brands rotted to scrap, due to neglect.
