if large amount of rust is present like flaking etc, i do remove and grind some down yes. if its just surface rust minor no i do not, with fluid film when you coat over any rust it completely blocks out moisture and oxygen preventing any current rust from growing at all.
If anyone in the NJ area is looking to have their car fluid film undercoated let me know as i can do it for you for a lot less then what some of these shops are asking, as i have access to lifts all being sprayed with professional sprayer for a thick coating. Hit me up if you are interested

We don't have salt on the roads, but it's in the air, and I do go to Indiana in the winter time when I go see my G/F, and I'm sure they salt the roads....

I did mine in my garage with the car on the ground. I wish someone in KC offered this as a service as it was really messy. Although we don't get a ton of salt put down like you guys do on the east coast.
