Ok, I got everything working! Here's what I did:
- The cable installed automatically - as far as I can tell the drivers are included with Windows. If that doesn't work for others let me know, and I can post the driver it's using.
- I don't have a CD drive on my laptop, but I already had a copy of Techstream (version 12, in cast it matters). It had a registry edit to allow Techstream to use this cable. That can be found here:

and I took a quick look at it to make sure it doesn't do anything malicious - I'm not an expert, but it looks ok to me.
Once I ran that and restarted Techstream, I was able to go to System -> VIM select, and there was an XHorse option which worked perfectly.
One other note - it bugs me to install a specific (old) version of Java every time I run it, but it hasn't caused any problems yet to not have it.
