Is this surface rust or something worse?

Sorry for the noob question but is this something I should be worried about? This is in the under carriage, driver side hiding behind the stock skid plate. Should I have it checked by the dealership? Thanks in advance and sorry if it’s a noob question.

I’m not sure what it’s purpose is, but with two threaded holes it looks like a mounting point for more armor. That surface is not primed or painted so it rusts. On my truck I lightly sanded it and hit it with some flat black spray paint. Nothing to worry about. If you look around some more you’ll probably find more small rust spots. Just clean them up and spray paint.
I’m in CA, so I don’t have to deal with snow and road salt causing rust damage. I just touch up surface rust whenever I see it while doing routine maintenance. Other folks in the snow & salt belt do more drastic undercoating methods with fluid film for example.

Nothing to worry about
Just wait till you start hitting gravel roads at speed - you will quickly realize the coatings on everything under your 4runner are of very poor quality
I'd suggest you give your undercarriage a good clean then apply fluid film.

I had the same rust in the same spot the day I brought mine home new. I'm not sure but it looks like a possible mounting location for jig / rigging that gets removed during assembly (after frame has been coated) and they don't bother to recoat the area.
