Bilstein 5100 Fronts top Bushing/Washer

Hey guys looking to see if I did this right or not. Installed Bilstein 5100s on my 2011 4Runner. I researched on here and followed assembly instructions for the top mount for the fronts along with what Bilstein states. The fronts are set at 1.75" and after cranking down the top nut the bushing and washer still have a little room to rattle (mostly on driver's side). The top nut is cranked all the way. Is this normal?

To note: I had the Toytec top leveling spacers for years until I installed these new shocks. Do I just need new top bushings? They looked fine and not cracked. Any help is greatly appreciated!

Are you using your stock top hats or aftermarket ones?

I got one of mine done last night, other front shock had wrong shock in the right box.

I definitely had the bushing compressed after tightening down. Is the bottom washer installed?

That is most definitely not correct.
It looks like you left off the black shaft protector, it has a spacer in the top. That need to be left on.
