Possibly common knowledge, but...

In a previous Highlander I drove, you had to set the AC to blow some cold air in the foot-wells for the ventilators to pull cool air and work properly. If you have the AC set to the upper vents only, they just blow warm air through the seat.

Maybe that'll improve those that are saying the ventilators don't work well... Or maybe not.
