Both play roles, but the bulb is what gives off the color. Each bulb have a kelvin level which has different blends of salts in them that heat up to glow to give off light. The power supply ballast are usually 35W or 55W. This will have a slight impact on a color. As an example, the Phillips 4300k HID bulb on a 35W ballast will be OE warm white color white/yellow). Wth a 55W ballast, it will act more like a 4500k-4700k bulb and throw a slightly cooler (white/blue) color. Phillips bulbs also colorshift to a higher kelvin rating after about 100hrs burn time, so the colors might look 4500k-4700k to 5000k respectively with each ballast.
