2010 air flow level control issue?

Our 2010 SR5 vent level control actuator is possibly weak or failing and was hoping to get some advice as to how to approach the problem. No matter what level I set it on, say front vents, there is still air leaking from the dash defrost vents.

Anyone know where to start diagnosing? I was thinking perhaps the servo is getting weak as right when I change the air flow to just front dash vents, it works right then after a second or two, air can be felt leaking from the dash defrost vents too.

Where are the servos/actuators? On my 02’ I can se them from the side behind the dash when I’m down in the foot wells.
